The Northeast Nodaway School District Board of Education, Administrators, Teaching Staff, and Support Personnel join in wishing you the very best for this academic school year.
A high school education is essential. Advanced academic or technical education is needed to compete successfully in whatever field of work you decide to pursue. With this in mind, we will make every effort to see that you achieve to the best of your ability.
Every organization needs rules and regulations for an efficient operation, and our school is no exception. In this handbook you will find rules, policies, and procedures, under which our school is governed. You, along with your parent(s) or guardian(s), need to read this handbook carefully. Also, we expect that you will display a responsible attitude and behavior in following the rules that have been established in the interest of all students and adults.

School Spirit
The term “school spirit” is usually thought of in connection with the spirit of the group. It is the attitude of individuals (students, faculty, and patrons) that contributes to and makes the spirit of the school. A general school spirit is based upon a large number of interests and appreciation within the individuals. It includes the desire for self-improvement and growth. The same spirit motivates the individual toward a cooperative attitude that will make the school a place where all can enjoy and experience the same growth and development. It means encouragement for one another and support for the school in all its programs.

Regular Attendance
The Northeast Nodaway R-V School District finds that regular school and class attendance is crucial to satisfactory achievement within the school’s curriculum. Consistent attendance by all students also has a profound positive effect on the district’s resources which in turn affects the quality of instruction and student achievement district-wide.
In order for a student to attain perfect attendance, he/she must be present every school day for every hour. School related absences are the only absences not counted against perfect attendance.
School related absences
An absence due to participation in a school activity such as a field trip, contest, workshop, or sport event is the only absence that is not counted against the student’s attendance record. It is the student’s responsibility to arrange with each teacher, prior to the absence, for making up the work missed.
Since State Aid is paid on the basis of average daily attendance, good attendance has an important bearing on school finance. Absences due to minor causes are inexcusable.
College days (prearranged) must be made five days in advance. (Approved, 1-21-93) These days are to be arranged by the counselor.
Senior trip is a school-sponsored activity and while the seniors are on the trip they are considered "in attendance". Therefore, any student choosing not to attend the senior trip is expected to attend regular scheduled classes and submit required assignments at Northeast. Nodaway High School until all seniors have been released and dismissed.

Any student that does not participate in senior trip is required to attend school during that time.
Absences
A STUDENT MAY NOT RECEIVE CREDIT FOR A CLASS IF HE/SHE IS ABSENT FROM THE CLASS TEN OR MORE DAYS DURING THE SEMESTER. Exceptions to this would be absences that are listed below as excused absences by the high school office. Doctors’ notes and verification of court appearances must be submitted within 5 schools days of the absence.
Conferences with parents concerning a student’s absence can be held whenever necessary.
As always, parents/guardians and students have the right to due process to the Board of Education.
The following steps should be followed when a student is absent.
Tardiness (BOE Policy, Reg. 2660)
Any student who is late for school is to report to the principal's office.
Students are given three minutes between classes and with proper planning should not arrive to class late. Students should be under the teacher's direction at the bell. Students will be recorded as tardy if they are late to class.
Repeated tardiness by any student will be reported to the principal by the teacher to whose class the student has been tardy. This policy will start over with each new quarter of the school year.
First Offense: 3 Tardies- Conference with student, 1 day after school detention. Notify Parents.
Second Offense: 6 Tardies- 1 Day In School Suspension
Third Offense: 9 Tardies- 2 Days In School Suspension
Fourth Offense: 12 Tardies Saturday School or 3 Days In School Suspension
Students Leaving School Grounds (BOE Policy, Reg. 2630)
Students who find it necessary to leave the school for any reason must receive the approval from the principal’s office. This approval will be considered only after permission has been received from the parents. Students will be requested to present notes from home indicating such approval. The office must confirm this approval by telephone before the student is to checkout.
Note: All students, once they have arrived at school, are not to leave again until the end of the day, without first gaining permission from the principal's office. This applies to all the students, whether they walk, ride a bus, drive a car, or ride with someone else to school.
Leaving the school grounds without permission will be treated as truancy, being absent without permission, and appropriate measures will be taken by the office in dealing with the matter.
Students leaving school with their parents are requested to have their parents pick them up at the principal's office.
Make-up Work (BOE Policy, Reg. 2300)
All students are permitted to make up work missed in class during an excused absence. It shall be the responsibility of the student to see each teacher about make-up work and get it completed on time. Students will receive one day for each day missed to make up work. EXCEPTION: Major projects for classes (term papers, special projects, etc.) do not pertain to this. They are due on the day announced by the teacher. If a test was scheduled prior to the absence, the test shall be taken when the student returns. If a test was scheduled during the absence, the student shall be responsible for making arrangements with the teacher for taking the test
Late homework: All students are expected to complete homework on time. If an assignment is turned in up to 24 hours after it is due the assignment will be given a 50% deduction. Late or missing assignments will be referred to the principal and further action will be taken.
Excusing Students from Physical Education
Health and physical education is considered an objective of a modern education. It is important that all students participate in the program. Physical education classes are required of all students in middle and high school except those with medical excuses.
To be excused from physical education the student must present to the teacher, a written statement by a licensed physician indicating the student is unable to participate.
State Employment
Missouri Child-Labor Laws prohibit the employment of children under the age of 14 years except in the sale or distribution of newspapers and periodicals, where performed by a child for their parent or guardian, or occasional work performed by them with the knowledge and consent of the parent or guardian.

Work Permits (BOE Policy, Reg. 2720)
Child Labor-Laws permit children between the ages of 14 and 16 years to be gainfully employed in occupations not dangerous to life during non-school hours when a child is excused from attendance at school by the Superintendent of Schools. In the event you were needed at home, make arrangements prior to your need. Otherwise, call the principal at home or school. (RSMO 1969, section 168.031 and various sections in chapter 294)
Credit Recovery
Northeast Nodaway students in grades 9-12 that have failed two or more semester courses are eligible for credit recovery through ACES. The student must apply and be accepted to the Credit Recovery program. Before a student is accepted into credit recovery, documented interventions must take place. Lack of effort on a student’s part does not constitute admission in the credit recovery program. Credit recovery is an online program that can only be accessed before or after school hours.
GED-OPTION Program
The Missouri Option Program, offered by ACES, is designed to target students who have the capabilities to complete Missouri High School Graduation Requirements, but for a variety of reasons lack the credits needed to graduate with their class and are at risk of dropping out without a high school diploma.
The program specifically targets those students who are 17 years of age or older and are at least one year behind their cohort group or for other significant reasons identified in the local Missouri Option Program plan.
Students will have access to all educational programs and services available in the school district, have the opportunity to stay in school, receive valuable academic and life-skills instruction, and earn an alternative High School diploma. When a student enrolls in the GED-Option program they are no longer eligible to participate in prom and senior trip.
Change a Schedule
Students may drop classes with permission from the guidance counselor, principal and parents. Students are allowed three days to change classes at the beginning of school. Drop/Add sheets are to be completed and turned in to the office by the start of class on the fourth day of school. (Approved, 1/21/93)
If a student wants to change their schedule for second semester they need to notify the principal in writing one week before the end of the first semester about which classes they wish to change.
Advisement Period
Students will be assigned an advisement instructor and will report to this classroom. The advisement classroom may change depending on grades and additional help needed by students. Class meetings will be held during advisement periods.
Announcements
Daily announcements will be published online and read to students at the beginning of second hour. Students should check the bulletin boards in the commons area and cafeteria regularly for posted announcements. Students, teachers, and organizations wishing to put something in the bulletin need to have it to the principal’s office by 8:30 a.m. initialed by the sponsor.
Halls
To eliminate congestion between classes, it is important that all students move in an orderly fashion from one class to another. Always keep to the right in halls. There is plenty of time between classes for all students to reach their class on time. Running in halls will not be tolerated. If a student needs to be late for class, they should contact the teacher about the emergency or tell a student to inform the teacher.
Student Vehicles (BOE Policy, Reg. 2150, 2650)
Students who drive vehicles to school are to park them for the school day. All vehicles will be off-limits to the student during the school day. Students are not to work on or sit in vehicles during the school day. At no time is a student's vehicle to be moved during the school day without special permission from the office. Students need to drive their vehicles responsibly, or they will not drive at all. Vehicles on school property are subject to search and seizure when reasonable suspicion is involved.
A loading dock has been constructed on the east side in the back of the school. Restrain from parking on/or near this loading dock. Student parking is designated for south and west of the school building ONLY. Students leaving the school should not cross the path of buses loading exit by the north street. The south lot should exit by route "O". In the evenings during bus loading, please refrain from using this street until the buses have departed.
Student Dress (BOE Policy, Reg. 2651)
It is difficult to describe in detail the proper dress for all occasions. However, students, at all times, should use good taste and avoid being extreme in manner of dress and personal appearance. Out of courtesy and respect, no hats will be worn in the building. Revised, Nov. 19, 1992: Allow shorts and caps at ballgames.
Shorts will be allowed to be worn all year long. Shorts will NOT be considered acceptable dress in school activities away from NEN unless prior approval is received from the administration.
If the superintendent or principal feels any student is dressed inappropriately (illegal substances, mid-riff showing, holes in clothing, etc.), the students will be asked to go home or appropriate clothing will be provided. Please adhere to suggestive dress for organizations or attendance may be denied.
General Rules and Regulations for Students
A. Respect will be shown to all students, teachers, and school personnel at all times.
B. All students in the halls during class time must have permission from a teacher.
C. Students must be on time to all classes.
D. Students should not bring valuables, such as large sums of money, expensive watches, CD players or walkmans to school. For those taking items on extra-curricular trips, check them in at the principal’s office before school in the morning.
G. Students are expected to assist in the care of all school property. In case of accident (such as the breaking of glass in a window or door, etc.) the student will report it to the office in order that attention may be given to prevent others from being injured.
H. Students must wear gym shoes when running, playing or taking part in activities on the gym floor.
I. Students are to practice proper behavior in assemblies, by refraining from talking and showing respect for the Pledge of Allegiance. Always give your attention to the speaker and remain seated until dismissed.
J. Students will not be allowed to sit on floors because of health factors and it blocks the hallways and creates inconvenience for others. Shoes should be worn at all times in the building.
K. Profanity, of any type, will not be tolerated in school or at activities that represent our school.
L. Students may not throw objects in the school at any time.
Activities/Athletics (BOE Policy, Reg. 2920)
The District provides opportunities for students to participate in interscholastic activities and athletics. The interscholastic programs should encourage participation by as many students as possible and should be carried on with the best interests of the students as the primary consideration. The programs are expected to be well-organized and well conducted and to have a positive influence on the students and the community.
Interscholastic competition for secondary school students shall be provided through a variety of activities and athletics. Students are allowed to attain the privilege of representing their school by meeting the standards of eligibility as set forth by the Missouri State High School Activities Association (MSHSAA). These standards may include academic requirements, citizenship, age maximums, passing medical examinations and other items that are posted in the school and discussed by the coaches and sponsors with their students as well as mailed home to the parents/guardians of all student participants.
Interscholastic competition may be withheld from any student as a condition of discipline. Furthermore, all policies that apply to the regular school day apply also to interscholastic competition. Coaches and sponsors may establish policies for their groups in addition to those stated herein.
A student must be deemed a credible school citizen in order to represent the school and participant in any activities.
The student must be in attendance for the full day on days of extra-curricular participation. Failure to do so will eliminate the student from practice or participation that day. Exceptions may be granted in special cases.
Physicals are needed before a student may participate in cheerleading or athletic practices or contests.
The following criteria will be followed:
1. Students will meet the eligibility requirements set out by MSHSAA.
2. Any student failing a class is required to attend tutoring after school.
3. Any student receiving an incomplete grade is to promptly complete the work before they will be taken off the ineligibility list.
4. Students displaying unacceptable citizenship behaviors may be suspended from participation.
5. Each coach and sponsor will establish written guidelines for their groups. These guidelines shall be presented orally and in written format. A copy of such guidelines will be on file with the principal.
6. Students need to conform to the laws of the community.
The interscholastic competition program is an integral part of the secondary schools and shall supplement curriculum program by providing worthwhile experiences to students that will enable them to develop the attributes of good citizenship. These programs will be administered by the principal or sponsor.
Participation in interscholastic competition is for students in grades nine through twelve as determined by the local area athletic conference and the MSHSAA.
Programs of interscholastic competition will be planned in accordance with MSHSAA regulations and conference rules and will include programs reflective of student interest. All student members should participate as much as possible. Access shall be provided based on budgetary limitations and in accordance with district guidelines for the following:
1. School facilities
2. Sponsors and coaches
3. Scheduling of meetings, practice times and games
4. Number of events at each level of competition
5. Equipment, supplies and services
All sponsors and coaches must hold a valid Missouri State Teacher's Certificate and are required to conform to all District regulations.
The District is a member of the MSHSAA.
The student must be under 19 years of age on or before July 1, preceding the opening of school, pass a medical examination and have parents/guardian permission. Ninth grade students must not be older than 16 years of age prior to July 1.
A student shall not be considered eligible while under out-of-school suspension. A student expelled or who withdraws from school because of disciplinary measures shall not be considered eligible for 365 days from the date of expulsion or withdrawal.
A student who is absent from school on the day of an interscholastic contest or on a Friday before an interscholastic contest on a Saturday will not be permitted to participate in said contest without a written release from the school principal.
Credit earned or completed after the close of the semester shall not count as having been earned that semester, except in the case of a delayed final examination because of illness certified by a physician. Credit earned in summer school shall count for the student’s record for eligibility purposes.
A student shall not accept a cash or merchandise award in any competition in which the MSHSAA member schools compete interscholastically. Awards for participation in non-school competitions during the summer shall meet the same standards as awards given by schools during the school year.
The student must meet all other eligibility requirements of MSHSAA and the local area high school athletic conference.
Competition by students in organized non-school sponsored competitions must meet the following conditions:
1. During the season, a student who represents their school by competing in an interscholastic contest shall not compete as a member of a non-school team or as an individual participant in organized non-school competition in that same contest.
2. A student may compete in organized non-school competition in other events in which MSHSAA member schools compete interscholastically if no school time is missed to compete, practice for, or travel to the site of the non-school competition; and if the student does not practice for or compete in the non-school competition on the same date they practice or compete for the school.
District participation in interscholastic competition will be subject to approval by the Board.
Budgeting for the interscholastic competition program will include gate receipts and be incorporated into the General District budget. No expenditures for interscholastic competitions may be made in excess of those listed in the budget without approval by the Superintendent.
NORTHEAST NODAWAY ELIGIBILITY POLICY
The Northeast Nodaway School District will check grades every two weeks. During this time if any student (grades 7-12) has an “F”, they will be placed on a two-week probationary status. While on probation, each student will be required to attend tutoring twice a week (tutoring time will be at least 45 minutes or until work is completed). While on probation, the student is eligible to participate in all activities (as long as the student attends tutoring). At the end of the two-week probationary status, the students’ grade will be checked again and if the student has an “F” at that time, they will be ineligible for the next two weeks. If at any time during a student’s ineligibility they raise the grade to passing they will become eligible as long as the grade stays at a passing percentage. The student must appeal their grade to the principal once they know it is at a passing range.
Tutoring will be offered at different times throughout the week. It will be offered Monday thru Thursday from 3:15 to 4:00 p.m. and from 7:15 to 8:00 a.m.
If a student chooses not to attend the required two sessions for the week, they will be required to attend ISS for each session missed. Any student who is late (unexcused) will not have that session counted towards the required two per week.
What is Tutoring? Tutoring is providing individual, or in some cases small group instruction to students needing assistance. The purpose of tutoring is to help students help themselves, or to assist or guide them to the point at which they become an independent learner.
Students will be charged $2.00 to attend athletic events. Admission for adults is $3.00 for basketball and softball. Admission to other school activities will be determined and announced prior to the day of each activity. Prices for season passes are: softball for family-$20.00; basketball for family-$40.00; softball and basketball for family-$50.00, adult-$30.00, student-$20.00, golden age single-$20.00, golden age couple-$30.00.
Proper Conduct in Activities – Be respectful of others
A. Show good sportsmanship by being considerate of those participating. Don't boo the officials or players. Inappropriate gestures or language could result in dismissal from the activity.
B. Keep your spirit up even though your team is losing. Be a good loser as well as winner. Over enthusiasm is unnecessary.
C. Be courteous to visitors.
D. Students who attend activities should not be standing around in the halls or running in and out of the building. Anyone leaving the building during ballgames will have to pay again to re-enter.
E. Observe proper conduct at all activities. Students will not damage any school property at home or away activities.
Proper Procedures in the Classroom
A. Drinking water at the fountains and going to the restroom should be done before entering the classroom. Placing books in classrooms and leaving to do the above causes too much traffic and congestion. If a student needs to be late to a class, they should notify their teacher. Otherwise, students are expected to be sitting in their seats when the bell rings.
B. All materials should be taken to class and pencils should be sharpened before class begins.
C. Avoid rushing out of the classroom when dismissed by the teacher. Leave the room quietly and in an orderly manner. The teacher will dismiss the class -- not the bell.
D. Keep classrooms clean. Do not write on desks, books, walls, people, etc. and put all waste paper in the proper place.
E. Taking turns to speak during class by raising a hand is appropriate classroom behavior. Interrupting or talking back to teachers will not be tolerated.
F. Respect will be shown to all school personnel at all times.
Fees
A. Students will be expected to provide certain class materials, like pencils, paper, and art supplies.
B. Students will be expected to pay for damage done to the school property that is beyond normal.
C. All bills and fees are to be paid in full at the end of each quarter unless prior arrangements have been made.
Unsatisfactory Progress Reports
At the end of the first five weeks (halfway through the quarter) a mid-term report will be sent to parents.
Quarterly Grade Reports
At the end of each quarter (nine weeks), grades will be issued to each student for each class in which the student is enrolled. These grade cards need not be returned to the school and are for the purpose of informing the parent and the student of the student's grade for the quarter.
Tests
Since tests will have a substantial bearing on a final grade received by students, it is important that students make every effort to begin regular attendance and to make up any test missed during an absence.
Visitors
ALL parents/visitors need to register in the principal's office upon arrival at the building. Visitors, especially parents and patrons, are welcome at school any time during the day. They may get information regarding classes and teachers from the principal's office. They are also welcome to attend school assemblies and functions. For security purposes, we ask visitors to come to the office upon arrival to sign in and receive a visitor’s badge. We are very concerned about the safety of our students and we ask for cooperation in this matter.
Students wishing to bring a visitor for a day at school should make arrangements prior to the visit (24 hours) and receive proper permission to take their guests to their classes. At each class, he/she should properly introduce their visitor to the teacher in charge. Small children should not visit school except in the company of their parents. Visitors will be required to observe the rules established by school.
Textbooks
Textbooks will be issued to students by their teachers on or soon after the first day of school. Students will be expected to take care of the books and to be responsible for lost books. At the end of the school year, books will be returned to the teacher issuing such books. Textbooks will be checked for unusual abuse, and if there is evidence of abuse, damages will be determined and assessed.

Honor Roll
The Honor Rolls are based on letter grades only. The following policies (adopted October, 1982) explain the standards necessary to receive Honor Roll recognition for academic achievement.
High Honor Roll--a student will make the "High Honor Roll" if they have an "A-" or 4.0 average in all courses
Regular Honor Roll--a student will make the "Regular Honor Roll" if they have a "B" or 4.0 average in all courses
Graduation Requirements
Northeast Nodaway R-V High School graduation requirements: 25 credits. Each student needs 6 credits to become a sophomore, 12 credits to become a junior, 18 credits to become senior and 25 credits to graduate.

Retention of 7/8 Grade Students
In order for a 7th grader to move on to 8th grade or and 8th grader to move onto 9th grade they must pass 3 of their 5 core classes for the school year. If they fail 2 or more core classes during both semesters they will be considered for retention by the retention committee.

Semester assessments will be given in all high school classes to all students as a means to measure their learning throughout the semester. The format of the assessment may vary, but all classes will have some type of cumulative assessment at the end of each semester. All students will take the test during the scheduled time. Students are responsible for scheduling make-up tests.
MoVIP
A public school student can be a part time student with the school district and take courses with MoVIP not to exceed a full load of courses. A student will be released to take the course(s) and will be counted as a part time student at Northeast Nodaway. The school district does not receive 100% of the state weighted aid for part time students.
If there is an interest in a MoVIP course not offered at Northeast Nodaway, the school district can elect to pay for students to take the course and receive 100% of the state weighted aid. A certified staff member must supervise the course. Cost of the course is determined by MoVIP.
High school students can elect to take summer school courses at another school district, for credit recovery purposes. Non credit recovery courses can be counted as an elective, but do not take the place of a core subject area offered at Northeast Nodaway. The weight of a class will be determined by a committee consisting of the superintendent, high school principal, counselor, and subject area teacher.
Natural disasters, deaths, and other types of disruptions are a fact of life. The school district has a crisis response manual that outlines procedures to help the school prepare for such emergencies. The crisis manual is continually revised and updated to include the most current information. Good planning on the schools part makes a safer and more secure place for both students and staff.
Each room will be provided with a fire and storm drill plan. Be sure you know what to do in case of fire or storm drills in each of the rooms that you will be in during that day. The fire and storm drill plan will be explained by the teachers. Fire and storm drills will take place throughout the school year. Lockdown drills will also be conducted to ensure that students and faculty are well trained in the procedures.

The major guidance and counseling areas will be career exploration, knowledge of self and others and educational and vocational development. These areas will be through guidance curriculum of individual planning, responsive services and system support. Students are asked to contact the counselor in all guidance and counseling matters. The counseling staff, in consultation with other staff members, will make available responsive services including individual and small group counseling, crisis counseling, referral to other agencies or professional resources, and vocational and educational placement. Proper care will be given to each student to the best of the school official's judgment. A student seriously ill will be sent or taken home, or when deemed necessary, to a doctor or hospital. Parents will be contacted whenever possible, and their instructions will be followed.
Students must present immunization records to school, and all immunizations must be up-to-date before students will be permitted to attend classes.
All medications are to be presented to the nurse's office for distribution with a doctor's order and parent permission.
Any appearance of blood from injury or incident will result in student isolation until control and treatment is served. (BOE Policy, Reg. 2870)
Cafeteria
The middle/high school provides hot breakfasts/lunches for those students who wish to participate in the hot breakfast/lunch program.
Students will eat in the lunchroom. Breakfast/Lunch tickets may be purchased every Monday morning from 7:30-8:30 a.m. and 8:00-8:30 a.m. Tuesday through Friday. Ala Carte items are available as an alternative to hot line meals. Please have the proper change to make these purchases. There will be NO CHARGING breakfast/lunch tickets. Menus will be posted weekly so that the students may make their choices in advance.
Milk may be purchased from the lunchroom at a nominal price. This must be consumed in the lunchroom and the empty cartons put in the trash.
Behavior and conduct while waiting in the meal line and while in the lunchroom should be in keeping with that of good school citizenship. Lunch periods for all students is posted.
NO carbonated beverages will be allowed in the lunchroom during lunch hour. This applies to individuals bringing their lunch from home as well as individuals eating the provided school lunch. Juice bought from the pop machine may be purchased only during breakfast and lunchtime.
Transportation (BOE Policy, Reg. 2652)
Bus service is provided for students. District officials will file criminal charges of trespassing against any person who unlawfully enters a District school bus where entry is not approved by Board policy or where the individual does not have written approval of the Board of Education.
Telephone and Telephone Calls
Students are requested to keep the use of the telephone to a minimum. When there is an emergency, the office will deliver telephone messages. In the case of long-distance calls, the need to make such calls must be verified by a teacher or sponsor to the secretary before permission will be granted to use the telephone. Use the phone in the main office at the counter not classroom phones. STUDENTS MAKING LONG DISTANCE CALLS TO YOUR HOME MUST CHARGE TO YOUR HOME PHONE NUMBER, USE A CALLING CARD, OR MAKE A COLLECT CALL. In an emergency, the school will make the call for the students.
Cell phones and electronic music/communication devices are prohibited from all classrooms and their use during school hours is prohibited by students unless approved by a classroom teacher for educational purposes. If calls and texts are taken or sent during school hours, the phone will be confiscated.
1st offense- Parent will need to pick up the phone from the high school office
2nd offense- The principal will keep the phone for 1 full school day, then the parent will need to pick it up.
3rd offense- The principal will keep the phone for 2 full school days, then the parent will need to pick it up.
Students that bring cell phones for after school activities must keep the cell phone in their lockers at all times during the school day or leave it in the office for safekeeping.
Northeast Nodaway will follow MSHSAA standards that state at NO time can cell phones be present in any locker room and can be given to a Northeast Nodaway staff member for safekeeping.
Library
The middle/high school library is located in the center section of the school, room No. 5. The library houses non-fiction and fiction books, a variety of newspapers, magazines, video equipment and computers for student use. The checkout time for normal circulating books is 17 days. Students are required to check out all material before leaving the library with it in order to avoid discipline action. Students should return all material before the overdue date in order to avoid fines and lost book charges.

Students leaving NEN are to follow check-out procedures and leave forwarding address. All bills must be paid at check-out time.
Check-out Procedures
At the end of the school year or when a student is withdrawing during the school year, they are required to fill out a “Student’s Final Check Out Sheet”. This is to be signed by all teachers with whom the student has been enrolled, the class sponsor, the technology coordinator, and the librarian.

Scheduling Events
THE SCHEDULING OF ALL EVENTS MUST BE CLEARED WITH THE CLASS SPONSOR AND PRINCIPAL BEFORE BEING ENTERED ON THE PRINCIPAL’S CALENDAR. THE PRINCIPAL’S OFFICE WILL THEN ENTER THE EVENT ON THE DISTRICT’S CALENDAR.
Academic Team
The Northeast Nodaway Academic Team is a competitive team dedicated to learning and having fun. Our competitions are similar to a game show format. Two four-person teams attempt to "buzz in" and answer toss-up questions in a four-round game. The team that answers a toss-up directly in either the second or fourth round is rewarded with a bonus question worth additional points. The categories are very diverse, covering the entire curriculum and extra-curricular knowledge as well. Knowing pop culture is just as important as knowing the material in your textbooks.
The team travels to the conference extensively during the spring semester. The Junior High Academic Team season is usually the first five Thursdays of the semester, and the High School season begins in the middle of February and ends in the middle of April. On the average, the team plays three games at each meet.
Our goal is to stimulate an interest in academics and to promote sportsmanship at all times. The Junior High team is open to all 7th and 8th graders, and any eligible high school student can join the High School team. (MSHSAA rules and regulations apply.)
Creative Arts Club
The philosophy behind Creative Arts Club is to expose the members to a variety of culture and "arts" related events. The focus is not just for visual art experiences; it is designed to include music and drama as well.
FBLA
Future Business Leaders of America encourages students to make intelligent career choices, develop leadership skills, learn the value of community responsibility, establish occupational goals, strengthen self-confidence and practice efficient money management.
FFA
FFA makes a positive difference in the lives of students by developing their potential for premier leadership, personal growth, career success through agricultural education. FFA combines classroom learning, SAE projects and opportunities to win awards in SAE Proficiencies, Career Development Events (contests) and Scholarships. FFA is an organization for students enrolled in Agricultural Education in grades 9-12.
FTA
Future Teachers of America is an organization made up of members in grades 9-12 who wish to explore their abilities and interests in teaching and working with children and young people as a career. The program offers cadet teaching for credit for members during their senior year. Any member who wants to cadet teach must be an FTA member during their junior year.
The purpose of the organization is to recognize students worthy in the area of outstanding scholarship, leadership, character and service. This organization is open to sophomores, juniors and seniors and members are selected by the above criteria and by a faculty committee.
Science Club
Science Club provides students with the opportunity to conduct original research, write a scientific paper, and develop a visual presentation of their research. The research must be submitted to the Mid-American Original Ames and Engineering Fair in St. Joseph. Judges interview students about the project and evaluate the project, presentation and interview. The project is rated and receives a blue, red or white ribbon. The blue ribbon winners within each category are evaluated again and plaques for the various places are given.
Students have the option of participating in the Missouri Junior Academy of Science. They may use the same project. Copies of the paper are submitted several weeks prior to the competition. The student prepares an oral presentation of the project. Judges evaluate the paper and oral presentation. Blue, red and white ribbons are awarded. Judges select a limited number of the best papers to go on to state competition.
Science Olympiad
Science Olympiad is devoted to increasing student interest in science and providing recognition for achievement in science by students. The goals are accomplished through classroom activities, and the encouragement of regional, state and national tournaments. The tournaments are rigorous academic interscholastic competitions that consist of a series of individual and team events which students prepare for during the year. The events are challenging and motivational. They require knowledge of science facts, concepts, processes, skills and science applications. Ribbons are awarded in each event and points earned by a placing are added to the school total. The teams with the highest totals go on to compete at state.
Student Council
Student Council is an entity of students elected by their peers to help govern and administer the activities of Northeast Nodaway Middle and High School for grades 7-12.
All students in grades 7-12 can be involved in the school play productions.
7th – 8th grade students will be allowed to attend high school dances except for Prom. All dances will have a sign-up sheet and students must sign-up out-of-school guests at least 24 hours in advance.
Other organizations may be formed when the need and desire for such an organization exists.
Class Participation (BOE Policy, Reg. 2910)
Those persons who do not wish to participate in class activities and money-making projects for the prom and senior trip may opt to “sign out” of the class. Forms are available in the principal’s office and are on file in the principal’s office. The class will determine whether a student will be re-admitted to class and how much they owe. Participation in some activities such as homecoming may be granted and will be decided by the class sponsor and building principal.

The Bluejay Flyer
The Bluejay Flyer, the school newspaper, is published by students in order to inform the student body, the faculty, and patrons of our school. It allows students to write news, features, editorials, columns, and to express their opinions in cartoons, while learning layout and graphic design.
The Echo
Northeast Nodaway's student yearbook contains pictures of the classes, their activities and other events that have occurred in the school. Putting the book together includes a variety of jobs, such as photography, layout, and writing copy.
DISCIPLINE
Effective school discipline is a result of a combined effort. Administration, staff, parents, and most important, the student must recognize and promote appropriate behavior. All staff members are responsible for enforcing the school district policies and regulations. All students are expected to cooperate with all staff in this respect and failure to do so will result in referral to the principal for appropriate action.
Actions to correct misbehavior will be selected by the principal as the particulars, reasons, and seriousness of each individual case are judged. Within the policies of the Northeast Nodaway Board of Education, the Statues of the State, and administrative policy, discipline of students may include:
The Safe School Act became effective August 28, 1996. This law requires that school administrators report to appropriate law enforcement officials when assaults occur on school property, at school activities, or on school buses. Incidents which result in physical injury will be reported. Even repeated verbal assaults may be reported. Law enforcement officials will determine whether criminal activity has occurred. The law requires that the juvenile office notify the school district if a juvenile is charged with any one of 16 serious offenses listed in the law. The school must report to the juvenile office any one who is suspended for over 10 days. Complete copies of the district’s school policy will be available in the school library and in the administration offices.
DETENTION-Student can make up work, no limit on extra-curricular activities. Tests can be administered. Usually one day in length.
IN SCHOOL SUSPENSION-Students are to complete school work and can take tests. Usually one to three days in length. No participation in extra-curricular activities on the days of in-school suspension.

Smoking is not permitted in the building, on the school grounds, or at school functions here or away. This applies to smoking in vehicles parked on the streets adjacent to school or smoking on sidewalks, streets or property near the school. Search and seizure may occur on or near school property when reasonable suspicion occurs. This applies to the senior trip.
Students will not bring any form of tobacco, drugs or alcohol to school. If students need to take certain medications during the school day, arrangements may be made with the nurse's office.

Harassment (BOE Policy, Reg. 2130)
It is the policy of the District to maintain a learning environment that is free from harassment because of an individual’s race, color, sex, national origin, ethnicity, disability, sexual orientation, or perceived sexual orientation. The School District prohibits any and all forms of unlawful harassment and discrimination because of race, color, sex, national origin, ethnicity, disability, sexual orientation, or perceived sexual orientation.
It shall be a violation of District policy for any student, teacher, administrator, or other school personnel of this District, to harass or unlawfully discriminate against a student through conduct of a sexual nature, or regarding race, color, national origin, ethnicity, disability, sexual orientation, or perceived sexual orientation as defined by this Policy.
It shall also be a violation of District policy for any teacher, administrator, or other school personnel of this District to tolerate sexual harassment or harassment because of a student's race, color, national origin, ethnicity, disability, sexual orientation, or perceived sexual orientation, as defined by this Policy, by a student, teacher, administrator, other school personnel, or by any third parties who are participating in, observing, or otherwise, engaged in activities, including sporting events or other extracurricular activities, under the auspices of the School District.
For purposes of this Policy, the term "school personnel" includes school board members, school employees, agents, volunteers, contractors, or persons subject to supervision and control of the District.
The school system will act to promptly investigate all complaints, either formal or informal, verbal or written, of unlawful harassment or unlawful discrimination because of race, color, sex, national origin, ethnicity, disability, sexual orientation, or perceived sexual orientation; to promptly take appropriate action to protect individuals from further harassment or discrimination; and, if it determines that unlawful harassment or discrimination occurred, to promptly and appropriately discipline any student, teacher, administrator, or other school personnel who is found to have violated this Policy, and/or to take other appropriate action reasonably calculated to end the harassment/discrimination.

ACTION: Language that depicts heinous sexual acts, human waste and blasphemous language
First Offense: One-day in-school suspension

Disruptive or Demeaning Language or Contact
Use of hate language to demean other persons due to the race, gender, disability, natural origin or religious beliefs. This provision also includes conduct, verbal, written, or symbolic speech which materially and substantially disrupts class, school activities, transportation or school functions.
First Offense: One-day in-school suspension
Second Offense: Two-days in-school suspension
Third Offense: Three days in-school suspension
Arson
Starting a fire on school grounds or at a school sponsored activity. Lighting a match or lighter causing a fire either accidentally or intentionally. Matches and lighters will be confiscated at school. All students involved in starting a fire on school grounds or at a school sponsored activity will be referred to law enforcement officials.
First Offense: Five to ten days out-of-school suspension to expulsion (Authorities contacted)
Second Offense: Ten days out-of-school suspension to expulsion (Authorities contacted)
Inappropriate Sexual Conduct
Physical touching of another student in the area of the breasts, buttocks, or genitals
First Offense: Three-days in-school suspension and parents notified
Second Offense: Three-days out-of-school suspension and parents notified (Law/Authorities contacted)
Third Offense: Ten days out-of-school suspension
Truancy
A student who stays away or leaves school without permission.
First Offense: Three-days in-school suspension and parents and authorities notified
Second Offense: Five-days in-school suspension and parents and authorities notified
Third Offense: Seven-days in-school suspension and parents and authorities notified
Theft
Non-consensual taking or attempt to take the property of another
First Offense: Restitution, cost of material, labor, and notify authorities. One-day in-school suspension
Second Offense: Restitution, cost of material, labor, and notify authorities. Three days in-school suspension
Third Offense: Restitution, cost of material, labor, and notify authorities. One to ten days out-of-school suspension
Hazing (BOE 3-21-06)
Any activity, on or off school grounds, that recklessly, intentionally, or knowingly endangers the mental or physical health or safety of a student for the purposes of initiation or admission into or continued membership in any student organization or activity.
First Offense: Three days in-school suspension, 3 game suspension at the highest level of competition or participation. Parents and appropriate authorities contacted
Second Offense: 1-10 days out of school suspension, parents and appropriate authorities contacted
Subsequent Offense: Recommendation to Superintendent for 180 day suspension
*Any offense could result in removal from any or all-extracurricular participation
Bullying (BOE 3-21-06)
Repeated intimidation, harassment or attack on a student or multiple students, on or off school grounds. Bullying includes, but is not limited to: physical violence, verbal taunts, name-calling, and put downs, threats, theft, and property damage.
First Offense: Three days in school suspension, 3 game suspension at the highest level of competition or participation. Parents and appropriate authorities contacted.
Second Offense: 1-10 days out of school suspension, parent and appropriate authorities contacted
Subsequent Offense: Recommendation to Superintendent for 180 day suspension

GENERAL
Family Educational Rights and Privacy Act (FERPA)
The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.
FERPA gives parents certain rights with respect to their children's education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are "eligible students."
Schools may disclose, without consent, "directory" information such as a student's name, address, telephone number, date and place of birth, honors and awards, and dates of attendance. However, schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose directory information about them. Schools must notify parents and eligible students annually of their rights under FERPA. The actual means of notification (special letter, inclusion in a PTA bulletin, student handbook, or newspaper article) is left to the discretion of each school.
